Hitachi Astemo today announced the installation of its ground mounted solar power plant of 3 megawatt (MW) at its Jalgaon manufacturing plant. The solar power plant is built in an area of 43301 sqm consisting of 7128 ground mounted solar panels and 10 inverters. This is the first Solar Power Plant of Hitachi Astemo in India, embarking a new beginning in the energy sector and a step towards building a sustainable environment, contributing to not only fulling the Prime Minister's vision of making India carbon neutral by 2070 but also aiming towards achieving Hitachi's mission of becoming carbon neutral by 2050.
 
The installation of the solar power plant is a testimony of Hitachi Astemo's commitment towards making power more affordable, clean, and sustainable. The Information Technology (IT) Act, 2000 was last amended in 2008 and, therefore, fails to adequately account for technological developments that have taken place over the last fourteen years. In response, the Indian Government recently announced that it will introduce the Digital India Act to replace the existing information technology law. A first of its kind report titled "Roadmap for a Future-Ready Digital India Act"  by the Esya Centre, a New Delhi-based not-for-profit think tank, makes important suggestions on principles that may adopted by the forthcoming Digital India Act to both improve enforcement capabilities and also give digital businesses greater certainty.

The report argues that the Digital India Act must be future-ready to overcome the existing gaps in the Information Technology Act, 2000. It notes that certain provisions of the IT Act are at odds with emerging technology, rendering some use-cases illegal and denying their benefits to society. In addition, new digital activities may be incompatible with existing definitions, creating roadblocks for enforcement and business uncertainty. Examples include online gaming, the metaverse, and autonomous cars, all touted as technologies of economic significance.

A key lever for future-readiness, the report contends, is the inclusion of a taxonomy of appropriate terms in the Digital India Act that can bring all digital businesses, including those that may emerge in the future, within the purview of the Ministry of Electronics and Information Technology (MEITY). The MEITY's position as nodal ministry does not prevent other wings of the Government from participating in digital governance. Indeed, it should not because it would lead to considerable capacity concerns. Rather, MEITY and different sectoral ministries must coordinate their efforts on digital governance. Another important recommendation in the report is the Digital India Act must espouse co-regulation. State-led governance is sub-optimal because it involves the introduction of static laws that may or may not be out of touch with technological realities. Similarly, self-regulation can be too watered down and consequently, ineffectual.

Finally, the report argues that the Digital India Act must engender trust through greater emphasis on accountability, transparency, and fundamental rights. Towards this, it recommends that the Indian state must:
 
  • Introduce a specialized judicial oversight of digital governance measures that is supported by an independent research body.
  • Make executive rule-making more transparent through open consultations and exploratory memoranda.
  • Enable detailed transparency reporting by companies by minimising confidentiality requirements around surveillance requests

The workforce participation of Indian women remains one of the lowest in the world, with only two out of ten within 15-45 age group being employed, highlights a study titled 'Women's Economic Mobility and Online Exposure', by Koan Advisory Group (Koan), a New Delhi-based public policy consulting firm and the Ola Mobility Institute (OMI), a policy research and social innovation think tank. Based on a survey of 4091 women across 10 cities, this is a first-of-its kind study that quantifies the impact of granting digital accessibility to them on the Indian economy.
 
Conducted over a period of eight months in 2021-22, the Koan-OMI study found that, if they were given access to digital services, women spent an average of extra 78 minutes a day being engaged in gainful employment. However, the time she allots to unpaid household activities does not reduce.
 
More importantly, the study found that if women had access to online services, they would spend an additional 102 million hours on paid activities in the economy. This could result in the generation of an additional $103 billion in monetary value, or 3.9 percent of the GDP. Almost 29 percent of this gain is due to a jump in productivity, while the remaining 71 percent is due to additional time allocation. Importantly, these gains are likely to increase as digital services expand their footprint in India, because network effects bestow increasing value gains.
 
The study also identifies India's twin challenges: first, an already low women unemployment rate and second, its fall in recent years. Before 2007-08 the country fared relatively better because the ratio stood at more than 2.5 for every 10 women of employable age, according to the study. In sharp contrast, the women workforce participation in East Asian countries and China is 4.4. It is even higher in the European Union (4.6), North America (4.6) and Sub-Saharan Africa (4.6) and Oceania (4.7).
 
"The findings of this study are in stark contrast to the current understanding on women's labour force participation (WLFP), wherein women are seen as passive agents and factors like rising household income, declining opportunities for women and gender wage gap, safety concerns and patriarchy, are identified the main reasons of a low and falling WLFP. Conversely, we find that women exercise much more agency in workforce participation than they are given credit for," said Vivan Sharan, Partner, Koan Advisory Group.

World Tourism Day Celebration at Kaziranga, Assam

On the occasion of World Tourism Day, Assam Tourism Development Corporation (ATDC) organised an event at Kaziranga to promote the tourism sector of Assam and showcase Assam's indigenous culture, nature and diversity under this year's theme 'Rethinking Tourism'.
 
The programme began with a Cultural Procession which took off at Forest Convention Ground, Kohora to BOC Point and back covering a distance of 1.5 Km which was followed by a seminar on the theme 'Rethinking Tourism'.
 
The Chief Guest of the event, Hon'ble Minister, Tourism Department, Govt. of Assam, Jayanta Mallabaruah, inaugurated a Coffee Table Book "Anupam Assam" and announced Heritage Walks of Assam project.
 
The Tourism department officials presented certificates and mementos for their outstanding contributions to the field of River Tourism, Travel Writing, Tourism Promotion, Homestay, Wildlife Conservation, and Tourist Guide. Awards were also distributed for Short Film Competition, Photography competition, and Write-up competition.
 
On this occasion, Hon'ble Minister, Department of Tourism, Govt. of Assam addressed the gathering stating, "We need to understand that tourism is a major way to scale up our economy and everyone has to work collectively in this goal including people in this sector." He added, "We will also work to improve the efficiency of the workers here and provide them proper and best training." He further announced, "Rs. 200 crore subsidy will be given to 100 tea gardens of Assam for the development of their heritage tea gardens and heritage bungalows."
 
The event was concluded with a vote of thanks by Shri Rajveer Hussain, OSD, Assam tourism followed by a cultural programme which represented various dance forms of Assam including Bihu, Satriya, Jhumur, etc. The programme provided an ideal platform to promote cultural exchange between locals and tourists of the region.
 
World Tourism Day is celebrated on September 27th throughout the world to raise awareness of the significance of tourism. Assam, the land of 'blue hills and red river' known for its breathtaking landscapes attracts thousands of tourists every year. The event was held at Kaziranga, well known for the one-horned rhinoceros.
